Subsurface utility mapping for construction

Underground utility mapping is the act of turning records, reconnaissance and detection into a coordinated drawing that a UK design team can overlay on the topographic survey and an excavator can trust more than a photocopied statutory plan.

Mapping is a model, not a mark-up

Too many UK sites still run on a scan of a statutory plan dropped at 70 percent opacity onto a topographic survey. That is not underground utility mapping. Mapping means every segment has a geometry in a known coordinate system, an owner or type where known, a quality level, a detection method, and a depth where one was obtained. The file should open in the same CAD environment the drainage modeller already uses.

PAS 128:2022 exists so those attributes are not a house style. QL-D, QL-C, QL-B and QL-A tell the next person how much faith to put in a line. A red electricity cable plotted from a record and a red electricity cable traced by EML and supported by GPR should not look the same unless the quality level says they are different.

GIS is the other half of the conversation. Asset owners, local authorities and some framework contractors do not live in DWG. They want a georeferenced layer they can query. We issue both when the brief says so. The CICES client guide is a useful reminder that presentation is part of the specification, not an afterthought for “if we have time”.

What a defensible drawing includes

A complete mapping package includes the model, a method statement, a residual-risk note, and photographs of covers that were opened. Chamber cards stop arguments about whether a duct route was visible. If Type A work is instructed, measured sketches of the exposed apparatus are attached to the same segments rather than living in a separate email nobody files.

Layer structures should be boring and predictable. Designers waste days when every supplier invents a new colour for “unknown”. We would rather be dull and consistent. If your employer’s information requirements already name a layer standard, send it with the quote request.

UK corridors that punish a sloppy map

Manchester’s industrial estates are a mapping problem as much as a detection problem: mill-era water, later electricity, and a telecoms layer added in three generations. Plotting them in one coordinate system is how you see the pinch points. Leeds city region work — highway interventions, campus spines, and riverside plots — often has several designers sharing one existing-services file. If that file has no quality levels, everyone is equally confident and equally wrong.

The same logic applies on the Clyde waterfront and in Cardiff Bay public realm, where marine edges, later retail and older civic services share a small plan area. We mention those places as environments. We do not invent a project list.

How to brief a mapping survey

Send a boundary, a coordinate system, the quality level you need in the working area, and whether GIS is required. Say if the topographic survey already exists so we can sit on it rather than invent a second grid. If you only need records plotted, commission a desktop study first and decide later whether Type B is justified.

HSG47 still expects the people who excavate to have usable information, not a decorative appendix. A mapped PAS 128 file is how that expectation is met on paper. Read CAD and GIS deliverables before you accept a PDF-only return.

Layer discipline and the people who inherit the file

A mapping file outlives the surveyor. Drainage modellers, structural engineers, public-realm designers and principal contractors will all copy from it. If the layer names are whimsical, each of those people will invent a translation and lose the quality level on the way. We would rather follow a dull employer’s information requirement than win a beauty contest in a PDF.

Unknowns need a home. An unidentified linear feature from GPR should not be dropped into the electricity layer because it was near a recorded cable. It should sit as unknown, with a quality level that admits the attribution is incomplete. That is how you stop a later team “tidying” the drawing into a false certainty.

Revisions need a date and a reason. A second visit after a trial hole should upgrade segments, not silently redraw them. The model is a record of evidence over time. Manchester industrial estates and Leeds city-region corridors are especially prone to multiple consultants issuing competing PDFs of the same street. One coordinated file with revision notes is the antidote.

Scale and annotation matter in the printed set as well as the model. A A1 sheet that omits quality-level keys will be photocopied onto a site cabin wall and then treated as gospel. Include the key. Include the residual-risk paragraph. Include the statement that markings fade.

If your organisation already holds a GIS schema for buried assets, send it. Translating into that schema is cheaper at issue than six months later when someone tries to merge our DWG by hand. Mapping is a conversation about inheritance, not only about detection day.
