Manchester’s grain: estates, then infill

Greater Manchester’s buried services are not a single story. Industrial estates still carry metallic process and power networks that respond well to electromagnetic locating. Inner-urban infill carries later electricity, gas insertions and a dense telecoms layer. A PAS 128 drawing is how you put those generations on one grid with quality levels instead of a contractor’s memory.

Manchester City Council is the official civic reference for the city. Two public places make the geography concrete. How we would typically sequence a Manchester plot

Start with a QL-D desktop study. Estate archives and statutory returns often disagree. Type C reconnaissance then looks for markers, scars and covers. Type B applies EML to the metallic network and GPR to the plastic and the unknowns. Mapping is issued in CAD, and in GIS if the asset owner needs it.

Trial holes stay targeted. A loading-bay crossing or a new drainage connection may deserve QL-A. The rest of a yard can often remain at detection quality. That is a cheaper and more honest brief than “scan everything and dig everything”.

What to send with a Manchester enquiry

Estates, parks and the city-centre core

Heaton Park is useful as a northern civic anchor: a large council landscape whose approach roads behave like ordinary Greater Manchester streets. Utility work on those approaches is rarely about the park itself and almost always about statutory plant in the adopted highway. A desktop study still comes first because “the council park is nearby” is not a records search.

Whitworth Park sits against academic and residential density. Private ducts into neighbouring buildings are the usual gap in statutory returns. Name the estates contact. Type B then has something to test besides a water main everyone already knew about.

Industrial estates remain the other Manchester story. Metallic process pipework can make EML almost too talkative. Abandoned lines still ring. GPR is how you see the plastic insertions and the unknowns. Mapping must keep those generations on separate layers so a contractor does not treat a dead main as live — or the reverse.

City-centre infill around the core is closer to a London problem: night work, bus gates, and covers in granite. Say so in the brief. Do not send a Saturday-only assumption if the highway authority will only grant a Tuesday night.

If your plot sits in Salford or another neighbouring district, the same PAS 128 language applies. This page is titled Manchester because the civic references are Manchester City Council’s. The method does not stop at the boundary stone.

A typical Manchester working area is a yard, an access road and a strip of adopted highway. Price those as three zones if the quality levels differ. The yard may need Type B on a slab. The highway may need a night shift. The verge outside the hoarding can stay at QL-D. Writing that mix down is how you avoid paying city-centre rates for a quiet estate road.

Mill-era water and later electricity often share a narrow service margin beside a brick wall. GPR will see contrasts. EML will follow the live board. Mapping must keep them apart so a contractor does not assume the older main was abandoned when it still supplies a neighbour. That is the industrial-estate version of a London basement problem.

Send the estate plan even if it is a scan. A bad scan is still a hypothesis. Detection without that hypothesis spends the morning reconstructing what the landlord already knew. Heaton Park and Whitworth Park remain the official civic anchors on this page; the estates are where most of the paid work actually sits.
