Bay, castle and the services between them

Cardiff Bay is a national project environment: reclamation, later infrastructure, and public realm that cut through earlier corridors. The civic centre and the streets around the castle are a different grain — older city services, later fibre, and event or highway work in a small plan area. PAS 128 is how those stories are plotted with quality levels rather than assumed.

A Cardiff sequence that spends in the right order

Collate records first. Bay parcels in particular can produce conflicting returns. Type C tests the plot on the ground. Type B pairs GPR and EML. Trial holes belong on the crossings that would move a design — a quay interface, a new connection, a pile line — not on every service a record mentioned.

Deliverables should be CAD in the project grid and GIS if a council or asset owner will hold the file afterwards. Ask for that in the brief.

Cardiff Council’s leisure, parks and culture pages are the official gateway to the city’s green estate. Use them when you need a civic fact, not a visitor brochure. Bute Park, published through Outdoor Cardiff, sits behind the castle and fixes the civic-centre geography on this page. Work on its fringe is usually about adopted highway and event infrastructure, not about inventing a survey under the trees.

Cardiff Bay remains the other official environment: reclamation, later infrastructure, and public realm. Records conflict. Fill can limit radar. Private connections appear late. A desktop study that draws the conflicts is more valuable than a tidy single line.

Between park and Bay sit ordinary city streets: water, gas, electricity and a telecoms layer that grew quickly. Type B is the usual working-area product. Trial holes belong on the crossings that would move a pile or a connection. Mapping should be issued in CAD and, if the council or an asset owner will hold the file, in GIS.

Welsh highway notices and English ones are not the same piece of paper. Say which authority will grant access. The quality levels do not change because the form does.

We will not invent a Bay masterplan appointment or a castle works package. We will scope the red line you send, against PAS 128:2022, and tell you where the ground or the archive is likely to disappoint.

Bay fill can hide contrasts that radar would see in a dry verge. Expect a residual-risk paragraph. Do not expect a silent blank. Civic-centre streets around Bute Park behave more like any UK capital: stacked fibre, older water, and event infrastructure. Price those zones separately if the quality levels differ.

Welsh street-works notices and English ones are different papers. Name the authority. If a trunk road sits in the red line, name that too. The quality levels do not change because the form does, but the programme will.

If a previous Bay consultant issued a coloured PDF, ask for the quality-level key before you “just update it”. No key means Type D and Type B on the working area, not a redraw. That sentence saves more money in Cardiff than any slogan about accuracy.
